You might not HAVE to have a data cable. You could host the file on a website then navigate your phone to that site. You will get charged data transfer if you don't have a data plan. I'm not sure how much it is on Alltel but it's 2c/kb on Cingular.
A data cable is basically a USB cable that plugs into your phone. You can use it for all sorts of things like updating your phone book, synchronising contacts and calendars, connecting your laptop to the internet and putting on/taking off pictures and ringtones from your phone. You can get them on eBay for the cheapest, or your dealer may sell you one for a premium price.

hi maggie, well the best bet is search on ebay for a cable for your phone, just type in your phone make and model plus type in data cable it'll probably cost about £5.00 dont try pc shops or phone shops as they will kill you on the price.
if no luck as its not really a big tome phone like sony eric or nokia, go back on ebay and look for a bluetooth dongle thats if your phones got bluetooth, you can pick them up for about £5.00 thats also included postage and package, shops in your town will sell it for double maybe triple if you cant wait,
also another way is if your phone has an external memory card, go to argos and get a card reader for about £10 plug it to your pc, put memory card in and trnsfer it to the card.

if you get it up and running and you want to put songs onto your phone download "imtoo 3gp converter" it'll cut the size of the song to have. i.e. a mp3 song is about 4mb onced converted it'll be about 1.7mb. wicked software can also convert movies in half aswell.

Where you bought the phone should be able to sell you the cable (which comes with software) to get your music to your phone--if your phone is capable.

you need a program that allows the pc to talk to the phone, and some means of connecting it, after that, any MP3 can be put on a phone

My phone uses a Drop & Drag where you move files to you removable disk & you drop it the go to your file & pick it as your ringtone

you can buy a bluetooth usb, d/load songs onto your pc and then transfer onto your phone. longwinded but very useful, only of course if u have bluetooth. i hope this helps u : )
