In the Netherlands I don't, as bicycle riders can enjoy excellent road surfaces, friendly traffic rules, drivers who know you're there.. Though on a fast racing bike it's wiser to wear a helmet, on my city bike I never do.
In the UK however, I always wear a helmet - because road surfaces are utter shite with all the potholes and patchwork, traffic rules against you, and cyclists aren't noticed by drivers of buses or cars, let alone taken into account. Wearing a helmet is the least you can do, to have a chance of making it home.
If you meant motorbikes.. Anyone on a machine that can do 40+ mph, not wearing a helmet, is daft.
