Most guys who identify as crossdressers aren't interested in being full-time women. (And most are straight, despite what a few people above me have said.) So vocal chord surgery is no good, that's a permanent change that wouldn't work in their male lives.
So it's just practice. The natural male vocal range is broad enough to include a good portion of the female vocal range as well, and by sticking to the 'sounds' of that area and working on intonation and other things, any man can develop a feminine voice. (There's a few girls that you'll never sound like without surgery, but you don't need to sound like them to sound like a girl in general.)

Falsetto is the easiest way to speak with a higher voice. You can practice if you're singing a sliding scale.. If you keep going higher you'll reach a point where your voice "breaks" and the sound moves from your throat to more in your nasal cavity. Once you figure out where that point it, you can speak in it. Women can do it too - think about the Disney Snow White movie.. she was singing and speaking in falsetto for pretty much the whole thing.

Because they take hormones or most gay men already have high estrogen levels and are fairly femine so they naturally talk feminine or they are around more women and develop there speech patterns just like if you move to the UK for 13 14 years and you come back to the states you will devellop a strong british accent.

You can observe women and practice talking like them, or you can get vocal chord surgery, which is an operation which alters your vocal chords by raising them a few pitches. However, this surgery CAN go wrong and some patients lose their voices. But if only practicing to sound female doesn't work, it's a good option.

there are 2 ways to do it. one (which is the way i did it until i had a trach shave done), is to go to a voice coach and practice with a different pitch/tone to my voice. it was a lot of hard work, but i was able to pass extremely well. the 2nd and less costly method is to buy a book and use the techniques they propose. i know a number of my CD/TG friends who have done this and they do very well for themselves.
