I am going out on a limb here, but I think it may have has something to do with the "war of the world" that he lived through. Check into that.

I'd put it down an active imagination. However, about the time that he wrote it, the first talk about the "canals" and possible life on Mars was just getting started as people were suddenly becoming aware of the fact we may not be alone. So, its possible he could have come up with the idea from the newspapers of the time.

War of the Worlds was published in 1898, so he did not see WWI yet. He did, however, live through the peak of British colonization of nations around the world. Eventually Wells became something of a social activist and speaker. He saw that the British colonization of nations like India was damaging. Hence, he illustrates it through aliens colonizing earth.
