So in a sense moral values created these laws. But in another sense, the individual could be led by authority (lawmakers) in deciding what is right and wrong. We call it jumping on the bandwagon. For instance individual beliefs are based on the process of socialisation. When, as a youngster, you are told that something is wrong by your parents, you tend to believe them. Not because they are correct but because a child looks up to their parent's for guidance. The case is the same for adults. Most people are "sheep" and look to the shepherd to tell them what is right and wrong. The shepherd in this case being the lawmakers (authority). People in authority are there because they can influence people. Hence, influence their judgement on what is right or wrong. This is done through various methods of manipulation, most notably the media. I suppose the question should be- who are these influences?

It's the other way around: there's a call for new laws when the view on the ethics change.
Like: if many people will think the punishments for crime aren't big enough, people will vote on people who want to make laws which says 'bigger punishments'. That's just an example, there are many more of those.
Even where it would seem laws dictate ethics: the laws are there in place because of the (previous) view on ethics in the first place.

Originally ethics created the law. The law was created because there were people who didn't abide by the ethics of the majority. And since if it isn't against their ethics, it has to be made against the law.
With fewer people attending church, the huge down swing in good manners and consideration of others, the law it getting overworked.
