second hand: 60 seconds / cycle = 0.01667 Hz
minute hand: 60 minutes / cycle = 3600 seconds / cycle = 2.777x10^-4 Hz
hour hand: 12 hours / cycle = 2.315x10^-5 Hz

The second hand makes the cycle in one minute, or 60 seconds (the period). The frequency is the reciprocal of the period, so the frequency is 1/60 per second or 0.01666 hertz
