Get in touch with means "to contact," as in calling someone on the phone, writing them a letter, meeting them in person, and things like that.
Keep an eye on means "to watch." If you are keeping an eye on the children, you are watching the children to be sure they don't get in trouble. If you are keeping an eye on the boiling water, you are watching the water to make sure it doesn't overflow.
