Because the Saudi (and the sole Yemeni and French) nationals who were involved were not operating on behalf of the Saudi government. The were operating on behalf of al-Qaeda, whose leader was actually stripped of his Saudi citizenship.

The concept that Saudi Nationals being involved is not a great or valid reason to attack Saudi Arabia. Some of the people involved were also living in other countries like Germany and France - I know that these countries were against USA military action of IRAQ.
Terrorist are not country men or nationals. We want to place them as from a country but they are radical and sick idealist. They are dedicated only to Islam, not a homeland.
Where do you attack only where you can finger them supposedly.

It is true that since 91 Iraq war there have been group of people who wanted to get rid of Husein including Iraqi exiles, dissidents who even lobbied (A. Chalabi) US congress for many years. Some have been critical of US of not 'finishing the job' in 91. However the Iraq war was never politically feasible until 911 and without strong public support based on 'nuclear' threat. Coupled all that with the president's stubbornness to 'achieve' something big in war on terror, misdirected war on terror campaign, incredibly powerful vice president who had tremendous influence over intelligence 2003 Iraq War finally took place. Some intellectuals who advocated Saddam's removable and sought US military help will probably agree that Iraq War shouldn't have been sold on WMD, but for humanitarian reasons. There have been people just itching to go to war against Iraq and remove Saddam and when 911 happened, our country's leaders basically snapped. This is why we went to Iraq and not just the oil, not just the 911, not just war on terror, but accumulation of will and influential people who had common goal/idealogy in powerful places.
