The first store that popped into mind was Kitson, which is located in LA, but you can order clothing/etc. online. Here are some shirts like this one:

that is a really cute shirt! but i am not quite sure were she got it...
they have similar style tank tops from C&C California which you can on a lot of online stores. I know recently and shopbop.com under the C&C California section they had a lot of sale item so you could check there... They are mainly basic colors though.

This shirt is by primp, it can be found at neiman marcus and shopbop.com. It is a very hard shirt to find though, because it is sold out

Miley could have made it herself which i am almost positive she did. you can buy the fabric and sew it if you cant sew find someone who can.
