Ah, the electric door lock. Lt. Surge is a cautious man and that is why he made such a door lock. In order to get past it, you need to find two deactivation buttons. They are located in the bins scattered around the gym. They appear randomly. When you find the first one, the second one is right next to it. Be warned though, if you examine the wrong bin, the locks will reset and the switches move.

Now as I'm in a generous mood, I'll give you some advice for defeating Lt. Surge. He is a master of elevtric type Pokémon. They're touugh and hit hard against Flying and water types. However, they have an accilies heel. They are completely defenceless against Ground-type Pokémon. If you go into the nearby Diglett's cave, catch yourself a Diglett or, if you're very lucky, a Dugtrio. Watch out if your trying to catch one though, they may have the arena trap ability. This locks the oppoment in play unless it is a flying type or has the levitate ability. For this reason, you should use a flying Pokémon to catch one. However, once you have a ground Pokémon, the battle should be easy. His Pokémon can't hurt you with electricity and you can land super effective hits with moves such as Magnitude and Dig. Look out for his Raichu though. It will constantly use double team to try and evade your assault.

Those energy bolts disappear by finding the two switches that are hidden in the garbage cans that surround the three Gym Trainers. When you find a switch, the second one will always be directly to the left, right, north, or south. Eg:

F - first switch
S - possible second switch
G - garbage can

G S F If this is your scenerio, you've got only 2 options.
G G S
G G G
If you guess the second switch wrong, the first lock will reset and will teleport to a random trash can, making you start over.

After you get them both, the energy bolts disappear.
If you solve the puzzle, leave, and come back, it resets.
