ok so there are 3.6 x 10^15 picoseconds an hour. what fraction of a second is a picosecond???

10^(-15) = 1/(10^(-15))

just like:

A kilometer is 1000 meters. What fraction of a kilometer is a meter? 1/1000.

Unless you meant "what fraction of an HOUR is a picosecond?"

If that's what you meant, then the answer is 1/(3.6 x 10^15).
