I have lived in all three states (interesting... only those 3 states!). I grew up in Oregon and loved it and miss it! The people there are friendly and much more laid-back than in California (at least the SF bay area). The pace is a lot less hectic. I went to college in CA, then moved to Illinois for a while. I enjoyed my year in Chicago, even though I was prepared not to. I thought the people were nice, and more "real" than in California. I have lived back here in California for several years and have to say the cost of living is ridiculous (in the Bay Area and in Southern California, at least) and people are ruder than in the other two places. It depends on what you're moving for and what you're used to! If you want nature, move to Oregon or California. If you want the established big-city feeling, move to Chicago (Illinois has plenty of rural areas, too, though!). If you want lots of people and expensive living--but also lots to do and more cultural variety--move to California :-)

America is a wonderful country, true we have horses butts, but, in general I would not feel apprehension moving anywhere. I have lived from Rocky Mount, North Carolina to Los Angels, California (Yes, Angels what I call it, not a misspell). Even been to Catalina Island. Arizona to Colorado, Texas (Friendly women there for "shore") Heck, the Question you need to ask, is; "What the weather like in your state"? And pick one that conforms to what you like.
Disclaimer: "I love America, why vacation anywhere else"? Lived in 11 of the States and vacationed in many others and I still have not seen it all!!!!!!

Not the midwest, for sure. They're generally uptight and stick their nose in your business constantly. San Francisco though is pretty laid back.

All of them, but a lot of people in California are pleasant. It must be the nice weather.
