Signs of a bad gas regulator in home boiler?

My household boiler for small 2 bedroom home with basement comes on to a "whoosh" that seems louder than it should be, is this the gas regulator problem or some other thing?

It sounds like there is a delay in the pilot or ignitor lighting the burner. Check the sight glass to verify the burner is clean & lighting properly. Clean if not. Small holes will require something like thin wire or a sewing needle, etc.
