It depends on what you mean by small. A betta is good for a tank of around 2 gallons, anything smaller then that I wouldn't put anything in. Something like 5 or 10 gallons you can have a little group of something like guppies or tetras. If you give us the size it would help come up with more options.

Goldfish, a few guppies, really it depends on how small the tank is.

Beta fish or Guppies but if you get a beta you cant get another one because one will eat the othere one
