Margarita Island. The beach is called "Playa el Agua". Not only is it good for surfing but it's safe and fun with good waves and lots of surfers.
Contrary to what another person said, Playe el Yaque is NOT a surfer's beach. That's probably the worst place you could go to surf. That's because it's a WINDsurfing beach, lots of wind but no waves whatsoever (Playa el Yaque is actually ranked as one of the best windsurfing beaches in the world).

also Cuyagua is well known for surfing. And it's like 3 or 4 hrs from Caracas (car)

In Margarita Island, a beach called PLAYA EL YAQUE... it's very beautiful and it's a surfers' beach..
