Both, but the reality is that the president can only actually influence foreign policy to any degree. The president, constrained by the constitution has very little influence on domestic issues. Congress has the dominant influence on domestic issues.

This president doesn't seem to be held accountable for anything - he has us in a war in iraq for no reason and he failed to care enough about Americans to close our borders after 9/11 now we are being overrun by illegal aliens....so where is his accountability? He should be impeached for either act..... at least Clinton just screwed over his wife not his country!

FYI - I am registered Rep. so I'm not just bashing rep.

Foreign affairs because that is where his influence is mostly. As far as domestic issues it is the congress because they control the purse strings and spending.

I believe foreign. We are too dumb, fat and happy domestically.
