I purchased a item on ebay andI paid by visa. The product was deffective and the seller sent me back the money. So, now my Q is can I transfer them back to my visa account I used or I have only the option to transfer the money to my debit account.

The short answer is no, you can't transfer paypal balance to a credit card account.
