Do you mean a public service announcement? That's usually to let people know about a charity or event. So just gather your notes on Cartier and think up an imaginary event - like maybe he could offer free boat rides for charity or something. Use lots of the info that you have learned about him, and you'll get a good grade.
Depending on your font, 8 lines is 30 seconds... 16 lines is 60 seconds.
