It's depending on where you are coming from, i know for example a lot of areas in Germany and Denmark where you are not allowed to have snow tires because the may destroy the roads.
The rules is in Sweden is that your car has to have some kind of snow tires from the first of December IF there's snow and ice. But right now there's no snow at all in Göteborg (and wont probably be for a couple of weeks either) and if you're just planning to be around the city centre, there's no real need for it either.
You may find some more info on this site from the Swedish road administration: http://www.vv.se/templates/page2_2____13172.aspx

If safety is your reason snows on all 4 corners are required. The rear tires grant all the forward thrust , 5% of the lateral tension required to coach the motor vehicle and purely 20% of the braking forces, the fronts grant fantastically much all the turning forces and fantastically much all your braking forces. If all you care approximately is getting the motor vehicle to pass in the snow, use 2 snows on the rear, yet once you desire the motor vehicle to accomplish nicely in all guidelines 4 snows are necessary and especially cautioned via me. To weigh in (pardon the pun) on the addition of weight to the rear of the motor vehicle so as to income traction, this could help initially yet harm you later, including weight to the rear of the motor vehicle will enhance the polar 2d on the rear. this could make fish tails happen extra many times and be extra extreme whilst they take place. it is the reason snows are the terrific answer, and don't upload weight. Any good motor vehicle with 4 reliable snows has no difficulty shifting by using snow to the intensity of the underbody. employing on snow coated roads with reliable snow tires is such as employing a moist highway with an all season tire. the version between the terrific all season tire and the terrific snow tire is night and day in the snow, night and day in the rain, in desire of the snow tire. Dry roads will positioned on out a snow tire very speedy and whilst the temperature is heat in any respect, they're risky to tension difficult as they'll come different than for the warmth.
