It's depending on where you are coming from, i know for example a lot of areas in Germany and Denmark where you are not allowed to have snow tires because the may destroy the roads.
The rules is in Sweden is that your car has to have some kind of snow tires from the first of December IF there's snow and ice. But right now there's no snow at all in Göteborg (and wont probably be for a couple of weeks either) and if you're just planning to be around the city centre, there's no real need for it either.
