Yes a past President can run again. But not Clinton. He has served two terms in office, and is therefore ineligible to run again. However someone like George Bush senior could run again. And if he was elected he could serve one term. Historically this has happened once. With our twenty-second and twenty-fourth President Grover Cleveland. He served one term each election. At that point in time there was no law or amendment that restricted the time a President of America could serve in office, but that is the only historical example of the scenario you presented.

per us constitution-
No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once. But this Article shall not apply to any person holding the office of President, when this Article was proposed by the Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this Article becomes operative from holding the office of President or acting as President during the remainder of such term.

yes...a president can serve the total of 10 years but most serve the traditional of 2 terms (8 years)
