Blood relations up to twice removed--2nd cousins being the outer limit but grandparents are relations that go back to the seed

There is no legal defintion of relatives, but for family which is generally the same meaning

n. 1) husband, wife and children. 2) all blood relations. 3) all who live in the same household including servants and relatives, with some person or persons directing this economic and social unit.

It may depend on the context, but usually refers to at least parents or step-parents, grandparents, children or step-children, spouses, and siblings.

Many agencies now recognise civil or unmarried partners as relatives even if this is not contained with a legal definition (for example, most hospitals would count a person's unmarried partner as a "next of kin").
