all dirty and worn-out before renting the unit out again in Phoenix, Arizona?? Is it that the people here just don't care much about these things or don't think that they are important?? Why is that?? Are their standards that low?

Some problems may be due to previous tennants not reporting any problems. I have a rental owned by my daughter and managed by my company. I make it imperative that the home is completely ready to move in. There are local laws requiring certain requirements for renting. Check your local laws, and note specific requirements and bring them to the attention of the landlord. If your sign a lease or rental contract, read it carefully and make sure all is included that concerns you. You have the right to add special considerations to the agreement. If the landlord is not willing to meet your demands, find another dwelling. Do not let the landlord short-cut their responsibility.

They just want to collect the money. There should be some agency that deals with renters rights in Phoenix. Call the courthouse or some more city offices until you find the right place. Not sure if they can do anything about the furniture but they are required to have the utilities, heat, etc. working. Don't take it, you are paying them your money.

Tell them you're interested in renting but want the chairs removed and heat fixed. This problem is not unique to Phoenix. We have this in Ontario, Canada too. These are slum landlords that rent to anyone, have a high turnover of tennants, and don't fix anything.

they have low standards and only care about the money. their quality of service is poor and they have no respect for their customers.

well... thats just how things go on... neither they dont care about it nor its just ultimately true that there standards are low... they just care about "bussiness" or money making..
