you can either steal them from some monsters, or some drop them during high chains, you can buy them from any airship ride you take or you can also buy them from the guy in rabanastre in the bazzar market who sells stuff to you based on you clan rank. they are 200 dollars i mean gill.

Also, you can buy the teleport stones from Dyce in Balfonheim Port. I think they are 200 gil.
