It could be true, different types of weather affect joints, and having diabetes can really mess up your joints if you don't keep your sugar in check. I know from personal experience, Mom is a diabetic.

rain and weather affects arthritis and other bone issues..it has nothing to do with your sugar levels..thats eating and drinking that will drive those numbers.
