the helium is less dense than the air and the balloon will expand to keep the same density. However if you took a fictional, rigid and weightless container and pumped helium into until it weighed more than the air, it would not float. Another alternative is to store the helium in those heavy tanks like they make balloons with.

If the weight of the balloon and the helium inside the balloon is less than the weight of the air it displaces, the balloon will float. If it still outweighs the air, it will not float.

I'm guessing because the total weight would still be lighter than air.
