For the same reason most generals(leaders) don't fight from the front lines. It is rarely the elite that actually do the fighting but they are always the ones in charge and as such are too "valuable" to the cause to be lost. Call it cowardice , call it whatever you desire. I don't agree with what I've just stated, only answering your question. What king of "war" would it be in Iraq if Bush and Saddam had just slugged it out.
Hmmm. No civilian casualties, no villages bombed, no infrastructure to re-build. If only that was the case.As far as Osama, he hasn't been seen since before 9-11. He may never ever be seen again.

Commanders or a governmental corps elite do not engage in front line combat. It has nothing to do with cowardice. Don't see George bush out on patrol in Falluja, do you?
