Basically,atmospheric pressure,wind,temperature and humidity determine the weather of a particular place.These are measured with barometer,anemometer,thermometer and hygrometer respectively.Nowadays sensors which are resistances that vary with temperatures and humidity ara also available to find out temperature and humidity.Aneroid barometers are also available to measure pressure.Windwanes are available to know the direction of wind.

Depends on what you want your forecast to include, and your location. Obviously in a coastal region the possibility of a severe storm or hurricane would be important to you, but not so if you were, say, in the middle of the desert.
Here where I am, in the North Central U.S., at this time of year, some useful tools for weather forecasts are power saws and automobile jacks. You put them on the ground and if they get covered with snow you can get a good estimate of how deep it is.

1. A barometer measure the barometric pressure outside. This helps determine the weather.
2. A wind sock or similar device tells you which way the wind is blowing. If you know that there is a rain storm in the town north of yours and your wind sock is pointing south you can expect rain.
3. Satellite radar takes pictures weather conditions from space. Then the weatherman can interpret them according to patterns.
4. A thermometer helps determine the temperature outside.
