Memphis, Tennessee. You always put commas between the local name of a place, and the bigger thing it is part of. For example.

Second street, Memphis.
Memphis, Egypt.

You don't put any commas in dates between words and numbers. You put it between two words or two numbers. For example:
Tuesday, December 2
October 4, 1941
Friday, April 21, 753BC.

Does later describe where you eat your lunch? Is it like saying "I will eat my lunch there?" Does later describe when you eat your lunch? Is it like saying "I will eat my lunch now?" Does later describe how you eat your lunch? Is it like saying "I will eat my lunch greedily?"

It is a matter of style. I like fewer commas and prefer to break clauses into shorter sentences. I think it makes things easier to read.

You must use a comma between a city and state, though.

So your sentence should go: It is unlawful for frogs for croak at night in Memphis, Tennessee.

If I get your meaning with the adverb sentence, I would say it either as:
When will we eat our lunch? or
How much longer until we eat our lunch?

1. one comma between Memphis, Tennessee

2. No commas between December 2 or Oct 4, the commas would be if the year followed

EX: December 2, 1972

3 Where later we will eat our lunch. (but that is not a complete sentence without something before it)

You put a coma in between Memphis and Tenessee. You dont need a comma for the dates unless you use the year, then it would be Dec 3, 2006.

That last sentence on't make sense with any of those words there.
