The answer to this question would vary depending on the type and intensity of the distress the person was in and their ability to extricate themselves from the distress and my ability to help.
I would in most cases want to get involved even if my only involvement was to call the police fire or ambos. and get them to assist th person in distress.
If for instance I saw a child in the street who looked distressed I would approach the child and see if I could help.
If I saw someone trying to grab a child I would intervene
If I saw an elderly person being attacked I would step in to at least scare off the attacker...
Where the person in distress is more vulnerable than I am I would see it as my duty to do something even at risk of being hurt myself.
Where the person in distress is as vulnerable or less vulnerable than me I would step in and help if my help was needed and I was not endangered by helping.
If the distress is because of injury, illness etc and I could help I would help. If the distress is because of alcohol or drugs I would leave it to the police..
Even my kids step in and help sometimes to the bewilderment of passersby! One of my daughters has had seizures since being in an accident so her siblings are familiar with what is necessary when a seizure occurs..
My younger daughter was in a shopping centre when a mother began calling for help as her child was in her arms and in seizure, my daughter who was 14 at the time took the infant from the mother laiid it on its side and moved the gawking passersby on while the mother called for an ambulance. My daughter stood guard over mother and child until the ambos arrived and then simply went back to her shopping. To her it was all a normal part of her day. She is a very courageous young woman who simply took control of a situation when she needed to.

Try to help IF anything I could do would be of help. IF not, then the best thing I could do is not get involved. As an example, I stopped to render first-aide to a young woman in the back of a auto was reported to be not breathing. In fact, she was having a grand mal seizure. She wasn't breathing because her sister was sitting on her chest trying to control the seizure. I removed the sister, situated the patient on the seat so she wouldn't hurt herself and let the seizure run it's course. I had many people stop alongside the road to volunteer help. Not one had any medical training, and of all the people who called for an emergency squad, they ALL gave the wrong location. In this case, my involvement made a difference. IF medical help had already been on the scene, I would have deferred to them and not have gotten involved.

I hate to see anyone in distress, so I would have to help no matter the situation...its just who I am.
