I would change people's misconceptions that government or anyone can end all poverty. The roll of government is to create an atmosphere where people can achieve to their abilities and desires. Big governments are the biggest detractor from this system. God created all men equal, but he did not give them equal abilities or attributes. After we are born... we are on our own... make the best of it.

Promote world wide blocks of free homestead property (for individuals and families only, no developers). Supply the areas with water and basic sustinance food. Maybe a tent.... watch how fast people become self sufficient...(oops..didi I say a bad thing?) Allow poverty with some degree of dignity.

I'd give everybody constitutional democracy and a free market economy.

Then if you're still poor after that, it's your own fault.
