the tree was poorly staked, bent over and grew downward. We staked it to grow upright but the trunk is not getting thick enough to support the tree above the original downward curve.
is there any specific treatment or product that could strenghen the bole?

You could try a very long and thick enough pole(such as another log or a telephone pole type), secure it to the ground, and tie the tree to it. Make sure the pole is right smack against the tree and is very well secured. I don't think, in all honesty, you will ever be able to totally straighten it out. But this idea might help the tree to gain enough thickness and strength to support itself.

Stake it so it has some 'play' but is still held upright. (eg stake on each side and a tie between wrapped between the stakes as a rough'figure eight' holding the trunk but still letting the breeze blow the stem this thickens the trunk up.).

Give the top a light hair cut so the weight is not pulling it down.

If this trunk is held in place lightly time will solve your problems as all trunks get thicker with age -be patient. As eucalyptus are quick this shouldn't take years.

Just let one or two strong branches to grow, prune the weaker ones. Provide a support to the main Stem. Add some good bone meal ( you could get it at garden shop) to the soil a little away from the main stalk all around the plant, this should give some strength to the plant. It should take a few month for the plant to get strength.

I would trim back all the foliage and let them trunk take all the nutrients and grow sturdier. after the trunk is sturdy then allow enough of the foliage to grow back that it doesn't harm the trunk, if it does keep trimming until your trunk is stable
