The best way to talk to God is right now. Simply talk to Him. If you have never talked to Him before, then the first thing you must ask is for Him to save your eternal soul. Simply pray, "Holy God I accept the gift of Your Son, Jesus, who died on the cross for my eternal salvation." Then after you believe and pray this you can have an intimate relationship with God. You can find many answers on the internet as God also speaks through His people, believers in Christ Jesus. But the best place to find out about God, is in reading His word, the Bible. It is the owner's manual for our lives. God Bless You!

Depends what God is to you. If you are referring to a one God, creator of all things, then I think the question can also be answered if you one day get a response. Otherwise, the rest could only be opinion, unless of course others happen to be getting responses.
I've never heard of a GOD HOTLINE.

According to me it is not possible. Because there are many ways to talk to God, and internet is not one of them. For exemple when you have something to tell him, you can pray at home or in a temple or church.
