My caomapny in UAE has openings for Quantity Surveyors and Estimators. How do I find good CVs or good candidates?

There are hundreds of employment agencies with thousands of cvs. If you won't find the right person with them, they will look for it.
Otherwise you also can place an add in one of the newspapers. I.e. Gulfnews under: Appointments.\ or Classified.

the best way is to advertise in local news papers and collect the response . but on;y if u have enough time on ur hands to go thru the junk and short list the few urself . otherwise give the work to agencies and they will short list for u .
