This is a very sensitive issue. It all would depend on what is acceptable to the society around. While topless bathing is considered very normal in French Riviera it is unimaginable in south India on its long and beautiful beaches[though not developed very well]. Balance therefore is essential between impinging on personal liberties and socially accepted norms prevailing around.

I think girls/young women should be able to wear what they like, but also to have the common sense to wear what is suitable for the occassion they are attending........where they unfortunately go wrong is the way some of them behave that warrants unwanted attentions....to be really honest I think any female can look absolutely stunning and sexy without flaunting all their wobbly bits.....talking as one of the older generation.

The old cultural inhibitions against what women can and can not wear were created by males who seek to dominate us. I say women should wear what they choose and demand that they be treated as full equals in all parts of society (no government ministry that is not 50% female).

Definitely not! It is extremely disturbing when they do! My parents have taught my to dress modestly. I have seen many dresses out in the stores that are modest, but are also very fashionable.
