No this is an old wives tale.

You have to realize that the hair is dead, it is the product of cells deep in the skin which are alive.

When you pluck a hair out all you are doing is removing dead tissue.

Removal of the dead hair cells does not cause faster growth or thicker hair.

In fact, hair cells turn off and on periodically--if you pluck a hair out, new hair may grow right away or not, depending where in its cycle the hair cell at the bottom of the follicle is in at the time.

You will get more grey hair no matter what you do. If plucking a grey hair made more grow bald guys would be looking for grey hair constantly.

Think about this:
You have little "pores" where hair growth is.
If one is plucked out, it cannot stimulate three more hairs to grow into it's place.
The hair may grow back, and perhaps a little blunter to give the illusion of more hairs, but it'll just be the hair replacing the old one!
