Even though it's sung in the first person by a man, it's actually about a girl corrupted into a life of ruin. Back in the early 1920's, "Rising sun" was the term used in the US for houses of ill-repute (brothels).
Alan Lomax wrote a book in the 1940's I think. It was called "Our Singing Country" and the melody of "The House of the Rising Run" is a traditional English ballad. The original lyrics were written by Georgia Turner and Bert Martin (both from Kentucky).
It has been recorded many times since. Your parents or grandparents might even recall it being sung in the 70's by a group called the Animals. The lyrics have changed over the years, but here's the original from Lomax's book.

As for whether U2 and Green Day intend for it to be a song of irony or sarcasm, I don't know. The original version was not. Hope this helps.

:::Based on the SKids (Punk Scotish Band 70's) Hit single, they used this song to get funds (selling the single) for this Campaign called Music Raising (to help all musicians affected by Stan in New Orleans' Tragedy)
"Saints" it's not ironic or sarcastic. They Played it Live at the NFL's Monday night Game Last Month ( The New Orleans Saints Were Re-Opening their Dome Stadium)
This Stadium was also used as a shelter for all the affected population of New Orleans. As Their Own NFL Team played their first game there since the Tragedy, U2 and Green day were the highlight of the event, the Saints Won that night though.
