If you record a neighbor with your camera hitting his/her dog from your property can you use that film as evidence of cruelty??? And if so who do you have to contact to report the abuse of the animal??

I was wondering about it because when I was staying down in Texas me and my friend were leasing a duplex and the backyards were right next to each other. Like about at least 2 times I witness a man hitting his dog with some kind of stick right in the face while the dog was crying out loud. The dog wanted to get inside and kept barking so thats why the owner was hitting him/her.

Yes, contact your local animal control agency. Look it up in the phone book. You can also contact your local PD.
Here's a list of animal cruelty laws: http://www.animal-law.org/statutes/

Any and all abuse should be reported. You should have done it immediately. Since you have it on tape give it to the Animal Control Officer if you live where the dog is. Texas is very hard on people who abuse animals. Thank God!!. If you do not live there then send a copy of the video to them. Tell them the address as well. Animals should never be hit period! Not by your hand or anything hard like a news paper rolled up, etc. Never hit them on their nose. They have strong smell censors, and repeated hitting or just one time, depending on force, can damage their smell. Be kind to animals, if someone was hitting you, wouldn't you want someone to help you? Animals are put down, especially dogs, when allot of times it should be the owner, not the dog.

You should have reported it to the police for immediately when you witnesses the abuse. How long ago did this happen and WHY did you wait so long to do anything? By now the poor dog could be dead or severely injured. Please get the number of the local humane society from the local police. Don't wait any longer.

I would take this evidence to the police or your local humane society. Even if it cannot be used in court, it gives probable cause for investigation, meaning that whenever the dog is examined the evidence gathered from its wounds WILL BE usable in court. Also you can do this without releasing your identity so no reason to worry about that. Thanks for looking out for the animals--you're an amazing person for doing so!

you should have reacted more quickly by calling the police then, you could have gave them your evidence and the poor pup would have been removed immediately with the extent of abuse you described. Animal control would take the dog and the mean guy would get fined

Call your local animal services in the city/county and ask them, they could investigate depending on what is going on, keep the film for evidence.

yes that is strong evidence but just how bad and harmful was the hit? everynow and then a dog may need to be put in there place with a smack maybe on there backside but if it was over the top then you can report the 'abuse' to your local R.S.P.C.A

I think that would really help get that pup a good home. I am not sure if you are still down there, but you can place a report to the local SPCA and they will investigate it.

Absolutely! Call your local Humane Society.
They will probably remove the animal and fine the owner.
