Because the water would go rusty and get contaminated very quickly, you have to have an indirect form of heating. Also 3kw would not be enough heat anyway!

The immersion heater is an electric element inserted into the hot water cylinder that eventually comes out through the hot taps. This water is constantly replaced with fresh cold water from the cold water tank. This introduces air into the system that if allowed to circulate through the radiators would cause corrosion and eventual failure. The water circulating around the heating system is therefore kept separate from the hot water system to prevent this happening. This is called the indirect type of heating system. If it were possible to heat the water filled radiator system (wet system) with an immersion heater it would require a very large current. This has been experimented with and has been found to be uneconomic. If you want to use electricity for heating it is better to have storage heaters run from off peak electricity supply.

READ THIS VERY VERY CAREFULLY
YOU CAN'T DO IT FOR TWO GOOD REASONS
1/ THE PLUMBING PIPEWORK IS TOTALLY SEPERATE
2/ IT IS AGAINST WATER-BOARD REGULATIONS AND AGAINST THE LAW.
