lol, this depends alot on what kind of mouse you have, if you have a ball-mouse, then you should just clean it out (though honestly i would advise just getting a new one), however if you have a lazer mouse, then the surface you are putting your mouse on is either partially transparent or is reflective, and in this case you should get a mouse pad, or put your mouse on something like paper, or cloth.

You probably need to get a new mouse, if you're still using the old ones (the mechanical one) open it and try to clean it a bit, if you're using the optical mouse clean the surface underneath, see if that helps, if not - go to the shop ;)

Just go and buy a Lazer Mouse. It's like $12.00-20.00 the cheap good ones.
If you have a new mouse already just see the picture i taken for you. In order to do that go to START --> CONTROL PANEL --> Printers and Other Hardware/ MOUSE

If this hapens all the time maybe you have some virus.If it hapens only ones in a while the only thing I can think of is damaged mouse cable.

you probably have a bad optical mouse, some times putting a solid colored mouse pad down helps

Take it apart as much as you can and clean the lent, dust, and grime out of it. Clean the ball, the sensors, and hardware near the ball. It happened to me once.
