What should I buy for my bf on his 21st birthday? Any suggestions? I can't think of anything nice and special. Budget $50-150.

Don't mean to be crude... but a guy always appreciates "personal" time with his girl. If you two are already sexually active, then buy yourself something that will make the night and day special (lingerie). Think about the whole day (does he like sports, dinner, etc..).
Do what he likes during the day by going out, then finish the day with personal time. Take the phone off the hook.

Get a hotel room. The idea alone will knock his socks off. You could take the room key (plastic works best) and put it in a birthday card. Good luck and have fun!
