I was stationed in Japan for a few years. It is a cultural thing. They blur all male and female genitals. At the time I was there it was actually illegal for Japanese citizens to buy, own, rent, or otherwise posess real life (non-animated) porn that shows the genitals. Their magazines are like old-style Playboys, where there's full nudity with pubes visable, but no labia or open crotch shots showing her holes.
Since Westerners were under no such restriction quite a few of the Japanese guys that did contract work on the base would strike up deals for the more explicit western porn magazines and movies. Usually the deals were porn for porn (guys are always looking for new porn so Hentai, old western porn, and even the Playboy-ish Japanese magazines) but sometimes it could be specific off-base purchases for porn. At the time there were some things foreigners couldn't purchase because they were not commonly sold near the base or foreigners were charged extra. In exchange for western porn the Japanese guy would get the item and then the westerner would just pay hime the money for what it cost, intead of having to pay extra if he got it himself.

Its cultural. If you think we have a sexually oppressed culture, visit Japan sometime. They censor genitals even in pornography. However, such oppression has its side effects. Fetishism, especially of the animated variety ("hentai") is vey popular.
