Since Santa Claus is known world-wide for delivering gifts and cheer on Christmas Eve, I believe he is not in a set country. Yes, the North Pole is his home, but so children everywhere can feel he is a part of their world he is not within the borders of a specific country. As an Answerer before me stated- International.
