OK so I am wondering... the asrock motherboard in this pic (http://images10.newegg.com/NeweggImage/productimage/13-157-092-04.jpg) has a pci express slot *16 but it says (electrical *8) on it,what does this mean?

It simply means that power consuming slot as it can speed faster and its electrical 8 slot and PCI express is a normal one and its also support overheating and thus increase spped of graphic enabled system.
