I read this shocking statistic in the paper the other week - apparently in Britain only 48% of adults would think of intervening if they saw some 14 year olds vandalising a bus stop. This was lower than anywhere else in Europe, where almost everyone would do something.
My point is this: people in England are always going on about what should be done, but none of us are prepared to do anything ourselves. Do we intervene if we see children misbehaving? Do we say something to them or go and find their parents? No, we sit inside and talk about all the things that SHOULD be done. By someone else - be it the police, the government or the parents. We're all guilty of it. We say that it isn't safe to intervene, or that the parents don't care, or that the police won't act. We make excuses for our laissez-faire, when really we could just as easily intervene as the next person.
Similarly, we have the society we deserve because of the way that we act when people DO interfere in bad behaviour. We all say that the police should have more power to deal with ASBO behaviour and many look back fondly to the good old days when the coppers could give the kids a clip round the ear and take them home. But how would YOU react if that happened to your kid? Would you say it was right and fair and all that they deserved? Or would you cry assault from the rooftops because no-one has the right to lay a hand on your child? Perhaps you feel the same about teachers - maybe they need to get control of the naughty children - but no-one admits that they might have the naughty child, so when their kid gets expelled or in trouble, it's because other kids do wrong and the teachers are picking on him.
No-one takes responsibility any more. Not for anything. No-one acts when they see people doing something wrong, no-one accepts their responsibility towards the community and no-one ever believes that it might be their shoddy parenting that brought this about in the first place. It might not even be because your kid is an ASBO. It might simply be because you've raised them with such a tremendous sense of their own importance that they believe that nothing can touch them. And so it continues. We have the society we deserve because we have chosen it this way, and until we choose to change it back, there's no good moaning about the "little scrotes on our streets". We made them.

In my ignorance I have to say that I do not know what a 'scrote' is, but from your question and some of your respondents, I think that I can hazard a guess.
It would seem to me that the problem lies with current legislation which stops us from disciplining our children. We are all told now that we should be horrified if a parent smacks a child or the old copper on the beat should touch our child by giving him/her a slap around the head to teach him/her a lesson. Teachers can no longer use the ruler or the cane. (I got the ruler from an aged and nasty teacher who slapped me on the inside of my wrist with a 12" [30cm] ruler for losing my sewing needle which fell through the desk and in to the floor boards and couldn't be retrieved! It was a bit mean, but it taught me a lesson!).
We cannot blame the police because they are really not allowed to do anything.
Thankfully my parents were pre-60's. They had the wisdom to tell me that if the policeman hit me over the head, then I had done something wrong. Now all you get is whinging parents believing all that the child tells them. These kids should be abused because they are abusive! (and that depends on how you use the term 'abused'). Fight fire with fire! Thankfully I will be too old to survive the children of these children.
Lobby your local MP. Lobby your Euro MP! Until these kids are taught to behave there will always be a problem. Hard work and discipline never killed anyone. I really think that there may be a good reason to bring back National Service - teach them what the real world is like! Still, I guess that their parents may be as objectional as their off-spring - so they would vote against that, too!

Never think about the educational opportunities your country gave them and never compare it with yours. Don't ever question why education is getting less share from your national budget. Go on supporting the privatization of education, healthcare, etc. Don't ask if the unemployment rate could be decreased or not. Don't ever think about what kind of prospects they have at that point. Just call them scrotes and compare them to dogs. That should do the trick, because, you know, it gives YOU satisfaction and life is all about YOUR satisfaction, isn't it. Oh, and do pray a lot that you've had relatively priviliged parents, or, god forbid, those scrotes could have been you.

It is simple really. If your boy is in the street gang, then your family, house and car remain fairly safe. If your boy is not in a street gang then he, his home and his family all all legitimate targets. It is easier for the kids to join the gang. It will only ever stop when the parents of these kids re-take control of their children instead of letting them run wild and cause untold misery. A lot of kids are just being dragged up these days instead of being shown the value of things like respect, and gratefulness. A little bit of care could be thrown in as well. It isn't something the government can cure. It is really down to good parenting. For those of you not familiar with the word Scrote. It is a slang word for a Scrotum. The bag that houses a mans testicles. Hence the expression "You little scrotebag"

Talk to them as one adult to another. Calling them "little scrotes" and "yobs" will get you nowhere. Show them some respect and then just maybe they may show some respect towards you. Respect has to be earned - it's a two-way process. Where I live, and its not a middle class gated community, the kids have told me they think I'm "cool" because I do talk to them and don't judge them by their appearance or behaviour. Think back to when you were young - did you never do anything that was "anti-social"? I know I certainly did.
If they do something that I think is out of order I tell them so and why. It seems to have worked so far.

As far as I'm concerned-if they are old enough to commit a crime,then they are old enough to be punished fully for it. They know right from wrong! This little slap on the wrist because they're a minor is ridiculous! Because they'll just go on doing it-and then go on intoadulthood with the idea that they can still get away with it. I say punish them to the full extent-it's the only way they'll ever learn.
And yes-that would include my own child if she commmitted a crime. (Though I'd like to think I'd have raised her better!!)

Bring back conscription and make it completely compulsory for all 16 year olds to go into one of the armed forces then maybe we can stop relying on the rest of the world and maybe for the first time in 200 years stand tall again not as a world leader but as an equal instead of this country being ridiculed the way it is at the moment, then we should get rid of all politicians and just have one governing body of individuals who are not fighting each other for control and using tax money for these purposes. There are far too many power hungry individuals out there and they need to be wiped out all this terroism and hate crime and racism maybe we should begin a complete extermination of these bad elements after all it will be our shame to carry but in a hundred years that shame will not belong to our later generations. We need to remember that not only are we all different skin colours but we have different views on everything but there is one thing most people will agree with is that we are completely falling into anarchy and we need some major changes otherwise we can kiss this poor planet and its different life forms goodbye forever.

In terms of preventitive techiniques - that are much cheaper than dealing with people when they have become repeat offenders
Provide more after school activities to keep kids out of trouble
Youth centres etc.
Build communities where people know each other. It is easier to commit robberies and antisocial behaviour when there is no community feeling. IT is the difference between a gang of teenage thugs on the street and seeing your neighbours son, their friend and the postman's daughter talking to eachother at night.
There is very little evidence that brutal prison treatment without rehabiliation prevents future offending - but maybe it provides some good entertainment for people who have been robbed and mugged of their hard earned possessions.

in order for police to do anything you need evidence so invest in security camera or camrecorder to get proof of whats goin on.
On my estate we have a gang of teenagers, one of my neighbours regularly fs and blinds at them, has stabbed their football and much much more they tend to hound her. If they are noisy my end i will go out and talk to them nicely and respectfully asking them to go away and they do. I say things like "guys i dont mean to spoil your fun but could you please go elsewhere my daughter just woke up and im haveing hard job getting her back to sleep cause of the noise". I t works!
if abusive expect it back! wherever you live you have to expect a small amount of trouble, these kids have nothingto do are bored out of their minds and often from homes where parents either dont care or dont discipline. Kids arent born bad they are made bad. 9 out of 10 of them though are good deep down and are approachable.
Could you and your community get together and do something to keep the kids off the streets. Our local police work with us, they play football with the kids on wednesdays have regular fun days at our local park, we also have special constables regularly in our area. The more voices the more you will be heard. Three years ago our estate was a nightmare its now a real nice place to live in. Good luck
