It isn't known to be gay, it however has probably the most visible gay population. Several factors contribute to that.
It is a very liberal and live and let live attitude, more so than most any other major city. In the 1960s it was the famous for the hippy/peace movement and many movements started in the San Francisco Bay area, gays felt able to be themselves there when almost everywhere else it was dangerous to be "out"
San Francisco is also one of the most desirable locations to live in America, temperate climate, beautiful setting has long made it a place many have wanted to live. Gays having more freedom to move, moved in larger numbers to the bay area. It also is one of the most popular tourist destinations in the world, gays from around the world also visited, many came back to live.
There is no way to know the actual numbers , since census data isn't kept, but estimates are that 25-30% of the city is gay, and maybe 15% of the metro area. New York, Chicago, Los Angeles, Houston all have more gay people, but San Francisco is just more open about it.

Volume and density of the gay population that live and work there. Same here in Sydney. Alot of people think Sydney is a gay city, too.
***Consensus is just speculation. Unless you have hard data -- no-one can definitively know the gay population of any given city. Do you think the US governent is going to ask in a nation-wide survey or census "How any homosexuals reside in your household"? Get real!

Biggest openly gay population in the world according to census. No idea how it started anhd I'm not even sure if the state recognises their unions, but with a population of their size it has supposedly grown more tolerant than many other places.
