apart from photoshop, other softwares that can be used are adobe illustrator and corel draw. a third software which is less complex than photoshop but equally good is xara xtreme.
you can easily download many softwares by searching for "logo creators" on google, but it is sure that most of the features will be blocked in the trial softwares.
finally, no matter what software you use, you must attain proficiency in using it in order to make really good logos.

Depending on the style of the logo, I'd imagine any type of art/drawing application can be used. Pixel based apps such as Photoshop, Paint Shop Pro, Painter, even the humble MS Paint if you put in enough effort. Or vector based such as Inkscape, Freehand, and Illustrator.
Do a web search for "logo creation software" and several applications designed specifically for logo creation turn up. However I imagine they might be semi-restrictive to what you can create, compared to some full-blown illustration software.
