In the UK clearing system any Cheque (that's the way we spell it) can be "uncleared" as you say after it has been through the BACS" Barclay's Automatic Clearing System for various reasons, mostly due to fraud. However there are now other ways. Bankruptcy can force a cheque to be repaid and some POCA Proceed s of Crime Act court orders.

No once the check has been cleared then it can't be uncleared as it is done at the clearing house and the account is debited with the amout immedietely.

Cleared as in paid? No, otherwise we would have lots of banks calling each other and playing after the check cleared game.
However, one can impose a lien after the fact, and the bank may have to follow court orders pending final decision. Maybe the IRS says Yes to your question.
