a metaphor describes something AS something else eg "the place is an emblem of hell itself". a simmilie describes something as something else using like or as...so your quote is a simmilie.

It is a simile because it uses the word "like". Any sentence comparing 2 things using like or as is a simile. If you compare two things with out using like or as it is a metaphor.

Definitely a simile. You are implying a comparison.

A metaphor would be something like - this city is the flower amongst thorns.
A simile is - this city is like a flower amongst thorns, or - this city is as outstanding as a flower amongst thorns
