To be very frank, I wont recommend use of Photoshop for Logo design. Normally as an industry standard, the logo is done using any vector based application. Corel Draw is generic in India whereas people in USA prefer Adobe Illustrator. Though a logo can definitely be created using photoshop but due to limitations of raster objects, you would be forced to use it for screen viewing only. In print you will see everything blurred and out of place.

There are other aspects too that u need to consider for designing a logo :

1) Number of colors to be used
2) Printing style (screen or offset)
3) smallest possible print size required for the brand (for eg. : if a company like pepsi needs its logo to be printed on a bottle cap which is hardly 1/2 inch.. ur task is to make the logo as simple as possible so that it is printable for smaller sizes as well)

reckoning on the kind of the emblem, i'd imagine any kind of artwork/drawing software might want to correctly be used. Pixel depending apps which includes Photoshop, Paint save professional, Painter, even the needed-or-backyard MS Paint in case you install adequate attempt. Or vector depending which includes Inkscape, Freehand, and Illustrator. Do an internet search for for "kind creation software" and countless different applications designed specifically for kind creation come about. although I imagine they may be semi-restrictive to what you could create, compared to three finished-blown representation software.

I would use Adobe Illustrator. It's the industry standard. (Although you can use any vector drawing app.) It's nice to have a vector file of your logo to start with so that you can easily resize to meet your needs.
