If you're using MSDevStudio, it's in there, somewhere like here:
\Program Files\Microsoft Visual Studio\VC98\Lib

If you're running a program, and it's complaining that the lib is missing, then wherever you got the app forgot to include it in the distribution or link it in statically. Get them to fix that.
